The Planning and Zoning Board also reviews all proposed subdivision of land for compliance with Chapter XXXV, Section VII of the Land Development Regulations, which contains all standards for development of new streets, sewers and utilities. The Planning and Zoning Board is charged under the Land Development Regulations with the responsibility to review all site plans, parking projects, and major building projects for proper design and drainage according to standards. The Planning and Zoning Board, through the Master Plan and Land Development Regulations, sets the pattern for development of the community. It has addtional powers under the Land Use Law. It conducts hearings and may grant certain non-use type variances. Class II and IV members of the Planning Board are appointed by the Mayor. The Class III member is appointed by the Borough Council. Planning and Zoning Board Meeting Schedule The Planning and Zoning Board meets every second and fourth Tuesday of each month. All meetings are held at the Borough Hall Council Chambers beginning at 7:30pm on the night of the meeting listed above. The Board reserves the right to call for special meetings as it deems necessary. I will continue our efforts to make strides to make a healthy, safe and vibrant place for our residents. I welcome all residents and community groups to join in these efforts. The Mayor and Council will continue to use and explore grant opportunities, improve our aging infrastructure which is a constant challenge, and find ways to complete the open-space projects. Veterans’ Park improvements are now complete. The recreation center is under construction, and planning is in place for the tennis, pickleball and basketball courts in Olsen Park. The athletic complex is a testament to our commitment to the wellbeing of our community. Community walking groups are enjoying the track. We will continue our sustainable practices and I am proud of our Tree City USA designation for over 20 years as well as our Sustainable Jersey bronze certification. I am very proud of the services that the Police Department provides for our public safety, the Department of Public Works and all the services that it provides, including keeping our roads clear, removing leaves and taking care of Borough buildings. We cherish our first responders who train, volunteer and help with our commitment to public safety. I look forward to hearing from any volunteers that wish to serve on boards, committees or special projects. Goals Submit a report and recommendations to the Borough Council to include: The progress of an audit on municipal facilities. Suggestions on best practices for "greener" municipal operations What has been accomplished, and actions still needed to be done to achieve Sustainable Jersey certification and recertification. Objectives Encourage participation of residents and employees to solicit ideas and implement green initiatives. Research and analyze green initiatives which make practical environmental and financial sense. Develop strategies for sustainable green initiatives in municipal operations.

Both applicants must be present together with one witness who must know both applicants and be at least 18 years old. Applicants must present social security number and State ID or Passport. If either party is divorced or widowed, FINAL divorce degree or death certificate must be presented. Date of marriage and marriage officiant must be known before marriage license application appointment. There is a 72-hour wait period before license is issued. License is valid for 30 days from date of issue. The application fee is $28.00 and must be paid in check or money order. Read Green Purchasing Policy Shade Tree Work Application Link Shade Tree Work Permit Application Enviromental Commission Description The Environmental Commission has the responsibility to study and make recommendations for open space preservation, trails, water resource management, storm water regulations, pollution control, solid waste management, noise control, landmark trees and tree preservation, environmental appearance, soil, landscapes, flora and fauna and review applications which impact the aforementioned. While the Recreation Commission oversees active parks such as ball fields and tennis courts and the Shade Tree Commission oversees street trees, the Environmental Commission oversees all passive parks in the Borough, and other properties throughout the Borough. The Environmental Commission shall also conduct research and coordinate activities pertaining to the use and potential use of open land areas, include recommendations for acquisitions of open space. The Environmental Commission is also charged with teaching the community to respect our trees and open spaces and to encourage residents and the local government to make responsible environmental decisions. This can be accomplished through community outreach, meetings and events, and the distribution of printed and digital materials, such as CDs, DVDs, books, maps, charts, and pamphlets which it deems necessary to further its mission. History of Bogota, NJ FROM THE BOGOTA PUBLIC LIBRARY HISTORY COLLECTION HISTORY OF BOGOTA > ABOUT US > HISTORY OF BOGOTA > The Borough of Bogota was formed on November 14, 1894, from portions of Ridgefield Township, based on the results of a referendum held that day. It was a result of the "Boroughitis" phenomenon then sweeping through Bergen County, in which 26 boroughs were formed in the county in 1894 alone. Prior to the founding of the Borough of Bogota, the area was inhabited by members of the Lenape Tribe until the early 1600s when Dutch settlers arrived. The Dutch were replaced by the British in 1664, Following the Civil War, Bogota evolved from a farming area to a suburban and industrial one. Following his move to Bogota in 1893, Frederick W. Cane led the successful effort for a special election regarding the incorporation of the Borough. The population was about 250 at the time, although only 57 votes were cast. Cane was elected the first mayor in 1895. It can be considered the year when farming began to decline and Bogota started to become a small suburban town with an important industrial element. South End of Larch Avenue In 1898, the electric trolley shattered the then semi-rural nature of Bogota. Most of the new residents were members of the business and professional classes as opposed to the farmers who were there first. There was also a small, local retail and service population that provided such things as coal and lumber, and trades such as carpentry. Economically the Borough was also developing. William N. Smith was busy with his paper mills, but still had time to form the Bogota National Bank on East Fort Lee Road close to the railroad tracks and potential customers coming off the trains. Another institution, the Bogota Savings Bank, was started as the Bogota Savings and Loan in 1893. Judge Peter Bogert, part of the Bogert farming family, was the first president. William N. Smith became president a few years later; he was part of the “commuter” faction that helped form Bogota in opposition to Peter Bogert. By 1939, Bogota was expanding rapidly and had at least ten times the population of 1912. Main Street was a busy commercial street in addition to the shops, banks, bowling alleys, etc. on West and East Fort Lee Road. Big changes in the business district in 1939 effectively ended Fort Lee Road’s role as the most important business street in town. Major construction projects, connected with each other, forever changed the town. The construction of the Main Street overpass, the construction of the Grade Level Crossing over the West Shore railroad tracks, and the extension of Main Street into Hackensack were the last major changes in Bogota’s infrastructure until the opening of Interstate 80 in the 1960s. The 1960s also saw another change in the character of Bogota: most of the paper mills closed. A great many had been involved in producing materials needed to win World War II. New Jersey was a great manufacturing area then, and Bogota had some impressive capability in its paper mills and the Brewster Construction Company. The last paper mill, the Continental mill, closed in 1970. Almost all of our major industries left town for one reason or another. As a result, families turned to service-oriented occupations. June 1992 saw the closing of the Dewey School due to declining enrollments. Plans to replace the Steen and Bixby Schools were made but they were defeated by the voters in 1993.
